The planned service objects are as follows:
District elders, grassroots families and those in urgent need

Applicants must meet the following qualifications:
Over 65/Unemployed/Low-income families, or those receiving any of the following allowances
- Old Age Living Allowance (Normal/High)
- Disability Allowance
- Comprehensive Assistance

Applicants should prepare the following documents:
- Hong Kong Identity Card
- Applicant's address card name
- Receipt of various allowance certificates
